Dr. Paul Kaminski - Under Secretary of Defense for Acquisition & Technology (1994-97), who reorganized the DoD special-access-program structure. In the Wilson-Davis memo, Wilson names Kaminski's office (OUSDAT) as where he traced an unusual special-programs record group. A real, senior acquisition official; the crash-retrieval framing is the memo's contested account.
