Michael Kostelnik - director of special programs in the Under Secretary of Defense's acquisition office (OUSDAT), director of the Special Access Programs Coordination Office (SAPCO), and executive secretary of the SAP Oversight Committee (SAPOC). In the Wilson-Davis memo he is the SAP gatekeeper Wilson consulted. His offices are real; the UFO-program link is the memo's contested claim.
