SAPCO (SAP Central Office)

DoD Special Access Program Central Office - the Pentagon's focal point for special-access (black) programs. Its Director (the Director for Special Programs, historically an Air Force general officer within OUSD Acquisition) reports directly to the Deputy Secretary of Defense, serves as Executive Secretary of the SAP Oversight Committee (SAPOC), and sits on the Senior Review Group. This directorship is the enduring structural gatekeeper role for DoD special programs - the same office (under changing names) since the 1980s. Holders include Kostelnik (1994-95), Ward (1998-2001), and Abba (2021-23).
