Dr. Jacques Gansler - Under Secretary of Defense for Acquisition & Technology (1997-2001), succeeding Paul Kaminski. Named in the Wilson-Davis memo, which quotes him telling Wilson (Jan 1998) that UFOs are real, so-called alien abductions not real - a striking remark attributed to a sitting top Pentagon acquisition official, per the memo.
