U.S. Air Force intelligence designation (from 1957, post-Sputnik) for locating, recovering, and delivering "descended foreign space vehicles" - officially Soviet/foreign space debris. Colonel Betz's 1961 memo formalized it and named it in the same tasking as Operation Blue Fly and the Air Force's UFO-investigations program under the Chief of Intelligence. Its existence was later officially acknowledged (and said to be discontinued); skeptics such as Brad Sparks argue it was an intelligence-alert label rather than a covert retrieval project, and most recovered debris was identified as terrestrial. Whether it ever handled genuinely anomalous material is disputed.
