(1) The contract (dow-uap-d111, PDF p. 1) was issued by the Virginia Contracting Activity, and payment was made through the NSA Finance and Accounting Office: "contracted" is what the page shows, "funded" is not. (2) A report delivered under AAWSAP, issued as a DIA reference document (dow-uap-d128, PDF pp. 2 and 5), is about injury to people from "anomalous advanced aerospace systems" - so the UAP half of the old sentence now rests on a DIA document.
