Maj. Dewey Fournet
Air Force officer who served as liaison between Project Blue Book and the Pentagon starting in 1952. In late 1952 he worked at Headquarters USAF in the Directorate of Intelligence (AFOIN-2A2), requesting case films from Blue Book, sending it material, and preparing replies to the public for General Samford's signature. Conducted a "motion study" of several hundred detailed sighting reports, narrowing them to roughly a dozen he considered inexplicable by any conventional object, and concluded their flight patterns showed intelligent control of extraterrestrial origin. Presented these findings to the CIA's Robertson Panel in January 1953, where the study was ultimately rejected. Later joined NICAP's founding Board of Governors.

read as an image — the grade this project quotes from: the page was rendered and the picture readCaveat THE PAGE DOES NOT USE THE WORD "LIAISON". It shows Ruppelt's office at ATIC sending the Tremonton film, at Fournet's request, to Headquarters USAF, AFOIN-2A2, for Fournet's attention. That is the working relationship the connection describes, seen once, on one case. The title is not on the page. -
presented his "motion study" concluding extraterrestrial origin, which the panel rejectedWhy we refused it. NOT BOUND - PART I HAS NOW BEEN READ IN FULL AND FOURNET IS NOT IN IT. Printed pp.1-6 record the eight sessions one by one and name who presented what: Ruppelt, Hynek, Lt. R. S. Neasham and Mr. Harry Woo of the USN Photo Interpretation Laboratory, Capt. Harry B. Smith, Dr. Stephen Possony, Brig. Gen. William M. Garland and Dr. Chadwell. No Fournet, and no motion study. AN IMPORTANT LIMIT ON THAT: Part I redacts many individual names under 25X1A, so absence from the visible text is not absence from the room, and the Part II sections at printed pp.7-10, 12-18 and 20-22 have not been read closely. This document does not support the link; it does not disprove it either, and neither claim is made here.

Notes on this record
CORRECTED 2026-09-21 on the operator's ruling. The description said he served as liaison "reporting to Ruppelt". Three pages read as images show the reverse direction: an ATIC disposition form of 15 October 1952 sends the Tremonton film "As per your request" to AFOIN-2A2, "Attn: Major Fournet", from Capt Ruppelt's office (dow-uap-d102, PDF p. 9); Fournet's office at Headquarters USAF sends "Material for Project Blue Book" to ATIC (dow-uap-d105, PDF p. 43); and it drafts letters "in the first person from General Samford", coordinated up to Samford (dow-uap-d105, PDF p. 13). A major at headquarters in Samford's chain was not reporting to a captain at ATIC. "Reporting to Ruppelt" was removed; the liaison sentence was kept, since both ends of it are on these pages.
