U.S. Air Force General; his classified September 1947 memo - concluding the 'flying disc' phenomenon was "something real and not visionary or fictitious" - is the founding document of official U.S. Air Force UFO investigation, directly leading to Project Sign. Later named as an alleged member ("MJ-4") of the disputed 1984 MJ-12 documents.
