S. Eugene Gene Poteat - CIA electronic-warfare officer (later first president of the Association of Former Intelligence Officers) who ran Project Palladium. In a 2019 War Zone interview he and TD Barnes argued that Cold-War radar-deception techniques are a plausible conventional explanation for the Navy Tic Tac encounters.
