Air Force Brigadier General, Deputy Director of Development and Acquisitions, who signed the October 1969 memo recommending Project Blue Book's closure. The memo also stated that UFO reports genuinely relevant to national security were never handled through Blue Book at all, but through separate standard Air Force channels — a detail later cited as evidence that Blue Book's public closure didn't end serious U.S. investigation of the phenomenon.
