Senior scientist at Computer Sciences Corp., El Segundo, and faculty in the Department of Engineering at UCLA; testified at the 1968 House symposium on the analysis of UFO photographic and film evidence. He told the committee he preferred the term 'anomalistic observational phenomena' (AOP) to 'unidentified flying objects' - a renaming argument made 54 years before the U.S. government adopted 'unidentified anomalous phenomena'. NOTE: the printed contents page says 'System Sciences Corp.', which his own statement header contradicts; the statement header is authoritative.

MOVED 2026-09-21 from 1968-07-29, his House testimony, to the earliest date a held document has him at work on UFO evidence: his Douglas Aircraft photogrammetric analysis of the Tremonton film, signed "R. M. L. Baker, Jr. May 16, 1956" (dow-uap-d102, PDF p. 88, read as an image). His 1968 statement says he had reviewed such data "since 1954"; that date is his own account and is not used.
