The title page (PDF 4) carries at its foot, in small type: "No copyright material is contained in this publication." - the Air Force stating on the face of its own publication that nothing in it is copyrighted. The file had been carried as "unknown" because Battelle Memorial Institute, a contractor, prepared the study; that caution is unnecessary here, because the contractor question is about who may CLAIM a copyright and the publisher has stated there is none. Separately, a 1955 publication bearing no copyright notice is outside copyright for failure of the formalities required before 1978. THIS SETTLES THIS DOCUMENT ONLY. The four SRI documents remain undetermined; nothing here transfers to them.
