CONFIRMED FROM THE PAGE, 30 August 2026. Page 4 carries a heading "COPYRIGHT NOTICE" and beneath it: "Copyright 1964, National Investigations Committee on Aerial Phenomena. All rights reserved, except that newspapers, magazines, radio and television stations may quote up to 750 words without special permission." Published with notice in May 1964, which places it inside the window where copyright renewal became automatic; it does not expire until 2060. The third-party classification made on 29 August from the "$5.00" on the cover is now proved rather than inferred. THE 750-WORD PERMISSION IS RECORDED AND NOT RELIED ON: it is offered to newspapers, magazines, radio and television stations, it concerns QUOTING, and what is blocked here is the publication of page images, which no reading of that sentence permits.
